Empire State Development’s Global NY presented on the Global NY Grant Fund Program for interested NYS companies and not-for-profit organizations. This Grant Fund provides grants of up to $25,000 to help companies start exporting or increase their global exports. Grants of up to $100,000 are available to not-for-profit organizations that provide export assistance and trade education to New York State companies. City Launches $100M Small Business Resilience Grant for Hard-Hit Sectors and low to Moderate Income Communities. The NYC Small Business Resilience Grant Program is funded by the NYC Department of Small Business Services (SBS) and administered by Lendistry.

Applicant must use the $10,000 grant to mitigate economic hardships that occurred as a result of the COVID-19 pandemic by using the grant funds to offset operational expenses incurred between March 3, 2021, and December 23, 2024, for the small business that is the basis for the Applicant’s eligibility for the grant.

The New York City Department of Consumer and Worker Protection (DCWP) partnered with the Greater New York Chamber to share information on the New York City Paid Safe and Sick Leave Law and New York State Emergency COVID-19 Paid Sick Leave Law. $105 million in critical arts and cultural funding through the New York State Council on the Arts

Governor Andrew M. Cuomo announced the availability of $105 million in critical arts and cultural funding through the New York State Council on the Arts, including a program to reinvigorate near-term live performances that opens for applications Wednesday. The grants will aid in the arts sector's multi-year recovery from COVID-19 and spur the revitalization of New York's creative economy, which fosters $123 billion annually in economic activity and supports more than 500,000 jobs statewide.

Small Businesses Experiencing Financial Hardship Due to COVID-19 Can Now Apply for Grants of Up to $50,000

Governor Andrew M. Cuomo today announced that applications are now open for the $800 million COVID-19 Pandemic Small Business Recovery Grant Program. The program reimburses New York small businesses with grants of up to $50,000 for COVID-related expenses incurred between March 1, 2020 and April 1, 2021. Grants will be awarded to small and micro businesses and small for-profit independent arts and cultural organizations, with priority being given to socially and economically disadvantaged business owners, including minority- and women-owned business enterprises, service-disabled veteran-owned businesses and veteran-owned businesses, and businesses located in economically distressed communities.

The GNYCC hosted their 18th Annual World Trade Week Reception on May 27th 2021 (both virtually and in person) at Tudor City Steakhouse in Midtown Manhattan. This year's "trusted trading partners" were: the Consul General of Nepal in NY, Bishnu Prasad Gautam; the Consul General of Nigeria in NY, Ambassador Lot. Egopija and the Consul General of Panama in NY, Elias M. Levy. We also continued to celebrate the legacy of Dr. Lucio Caputo, a former Italian Trade Commissioner who was well known for hosting the Italian Wine & Food Festival in NYC. This year, the annual "Dr. Lucio Caputo International Statesman Award" was presented to Raffaele Ruggeri of Bice Restaurant Group. The Group has restaurants world wide; including NYC and Milan. A special "International Tourism Award" was also presented to Markly Wilson of the Empire State Development International Tourism Program. The final award of the evening was presented presented to the Caribbean America Chamber of Commerce & Industry in the name of Dr. Roy Hastick, the founder and past CEO of that Chamber who was instrumental in creating the Caribbean Trade Center now located in Brooklyn NY.

Restaurant Revitalization Grants Program

The Restaurant Revitalization grants program will start to accept application at the end of April
On March 11, the American Rescue Plan Act of 2021 created the $28.6 billion Restaurant Revitalization Fund to provide grants for restaurants sustaining financial losses due to the COVID-19 pandemic. The U.S. Small Business Administration (SBA) is administering the program, and will be issuing the necessary federal rules, regulations, and applications before grant funds are distributed.

Restaurant revitalization grants must be used to pay qualifying expenses during the covered period. Any grants not fully utilized in this manner must be returned to the SBA.

Specific expenses that are eligible include:
• Payroll costs
• Mortgage principal & interest payments
• Rent payments (except for prepayments)
• Utilities
• Maintenance costs
• Supplies (including personal protective equipment & cleaning supplies)
• Food & beverage costs
• Covered supplier costs (utilizing the PPP definition)
• Operational expenses
• Paid sick leave

SBA to Increase Lending Limit for COVID-19 Economic Injury Disaster Loans

March 24, 2021

The U.S Small Business Administration is increasing the maximum amount small businesses and non-profit organizations can borrow through its COVID-19 Economic Injury Disaster Loan (EIDL) program.
Starting the week of April 6, 2021, the SBA is raising the loan limit for the COVID-19 EIDL program from 6-months of economic injury with a maximum loan amount of $150,000 to up to 24-months of economic injury with a maximum loan amount of $500,000.

PPP Eligibility Requirements for Borrowers to Receive a 2nd PPP Loan
PPP loan borrowers can apply for an additional loan of up to $2 million, if they meet the following requirements:
• Have 300 or fewer employees
• Have used or will use all of the proceeds from their first PPP loan
• Had a 25% or greater reduction of “gross receipts” when comparing any quarter in 2020 to the same quarter in 2019
In addition, the following stipulations apply to this round of PPP loans:
• The PPP-2 loans cannot exceed $2 million
• The loan is based on 2.5 x average monthly payroll costs in 1-year prior to loan or calendar year 2019
• For Borrowers with NAICS codes starting with 72 (i.e., hotels and restaurants), the loan is based on 3.5 x average monthly payroll costs

Here's a breakdown of what's in the bill:
It would revive the supplemental federal unemployment insurance benefit, giving an extra $300 a week to those receiving state unemployment benefits.

The federal government would distribute another round of direct payment checks, $600 for individuals making up to $75,000 a year and $1,200 for couples making up to $150,000 per year, as well as a $600 payment for each dependent child.

New Amendments to NYC’s Paid Safe and Sick Leave Law Will Take Effect in 2 Phases
(DCWP is in the process of updating and translating materials. Please continue to monitor
Effective September 30, 2020, employers must:
• provide domestic workers with 40 hours of paid safe and sick leave;
• allow employees to use safe and sick leave as it is accrued;
• reimburse employees who must pay for required documentation after three consecutive workdays of leave;
• list on employees’ paystubs (or any document issued each pay period) the amounts of accrued and used leave and the total balance of accrued leave.
Note: For this requirement only, employers that could not operationalize the documentation requirement by September 30, 2020 but are working in good faith on implementation will have up to November 30, 2020 to ensure compliance without a penalty.
Effective January 1, 2021:
• Employers with 100 or more employees must provide up to 56 hours of paid leave.
• Employers with four or fewer employees and a net income of $1 million or more must provide PAID leave

Paycheck Protection Program Reform Bill Passed - Helping Small Businesses

June 4, 2020

The Senate tonight passed by voice vote a House-passed clearing it for President Donald Trump's signature.

The legislation would give small businesses more time to use emergency loans under the program by extending the eight-week period in which they must use the money to qualify for loan forgiveness to 24 weeks.
The bill would also give small businesses more flexibility by changing the so-called 75/25 rule, which requires recipients of funds under the program to use three-quarters of the money for payroll costs and to limit other costs to no more than 25% in order to be eligible for loan forgiveness. The new ratio would be at least 60% on payroll and no more than 40% on other costs.

Changes Needed to be Made for the Paycheck Protection Program (PPP)

Karen Kerrigan, President & CEO of Small Business & Entrepreneurship Council talks about the important improvements and updates to PPP included in H.R. 7010 that will make it a more effective program for small businesses. The flexibility provided by these changes aligns with the practical needs of small business owners and evolving economic conditions on the ground. The pace of recovery will vary greatly depending on state and local re-opening timelines and guidelines, and demand. Many of the changes to PPP will give small business owners the room and time they need to respond to local conditions and market demand.

“Obviously, we supported a big fix to the 75-25 rule. While disappointed by the 60-40 compromise, it was positive to see some movement on this critical issue. This will continue to be a barrier for some small businesses in accessing the program, but we are hopeful PPP loan demand will pick up once the other PPP changes are signed into law. We ask that if there is to be additional guidance forthcoming from the SBA and Treasury, once the bill becomes law, that it be clear and speedy.”

Among other provisions, H.R. 7010 includes key changes advocated by SBE Council, including:

● Extension of the covered period to December 31, 2020

● Common sense rehire flexibility rules for loan forgiveness

● Extending the 8-week loan forgiveness window to 24 weeks

SBE Council will continue to monitor and advocate for reforms of the PPP and EIDL programs. For example, SBE Council is pushing for a rule change to allow for technology software expenses as they relate to administering payroll to be included as a forgivable expense in PPP, along with other essential expenses.

On Friday, May 8th - The Greater New York Chamber of Commerce hosted Small Business Friday, a free, online conference celebrating Small Business Day that was sponsored by NYRX Card and Atlantic Westchester HVAC Solutions. This complimentary conference consisted of a day of online networking events, workshops, resources & assistance to help connect and grow small businesses.

The celebration started with an Online Speed Networking Reception. Followed by informative webinars ranging from "Adapting Your Business Environment to The New Normal" hosted by ConnectMeVoice, Michael Einbinder from the law firm of Einbinder & Dunn LLP spoke about Rent Relief and "How to Update Outdated Corporate Documents". During the noon time hour New York State Comptroller - Thomas P. DiNapoli spoke about NY City's Budget along with updates by Peter Fehnel of the U.S Small Business Administration, Brenda Luke from the IRS and Shari Rosen Ascher representing the Office of the Westchester County Executive. The afternoon session began with Peggy Beldon from Sandler Training talking about "How to Succeed in Uncertainty" which was followed by Valerie Ferrier of Martin Clearwater & Bell LLP who presented important employment law considerations for returning to work amid Covid. That was followed by "How to create multiple streams of income from home that are flexible & lucrative" hosted by Drew Beran of ibuumerang. Webinar with the SBA - Loan Relief Applications for Small Businesses

On Friday April 3rd, the Greater NY Chamber hosted an SBA online conference about Disaster Relief Loans (including: paycheck protection, economic injury disaster loans & advance grants). Over 1000 people registered. They were the first to learn about the important changes in the economic disaster injury loans (EIDL) application and the $10,000 advance loan/grant process. Small Business Continuity Fund

Businesses with fewer than 100 employees who have seen sales decreases of 25% or more will be eligible for loans of up to $75,000 to help retain employees and ensure business continuity. The loan can be deployed for a variety of uses, including working capital, inventory, or other investments.

Businesses who would like to apply for the loan must meet the following requirements:
Be located within the five boroughs of New York City
Demonstrate that the COVID-19 outbreak caused at least a 25% decrease in revenue
Employ 99 employees or fewer in total across all locations
Demonstrate ability to repay the loan
Have no outstanding tax liens or legal judgement

As part of the application, businesses will be required to demonstrate a revenue decrease by providing documentation such as: point-of-sales reports, bank statements, quarterly sales tax filings, 2019 tax returns, or CPA-certified profit & loss statements.

NYC Employee Retention Grant Program

To help small businesses deal with the impact of COVID-19, the City has launched the Employee Retention Grant Program to help retain employees as businesses face decreased revenue. This program is available to New York City businesses with one to four employees that can demonstrate at least a 25% decrease in revenue as a result of COVID-19. Eligible businesses will receive a grant covering up to 40% of their payroll for two months. Businesses can access up to $27,000.

The Greater New York Chamber of Commerce hosted its annual Black History Month awards breakfast on Friday, Feb. 10, at the Hard Rock Cafe in Times Square. This years honorees were Congressman Charles Rangel, 1010 WINS news anchor Larry Mullins, 100 Black Men NYC President Michael Garner, former NYC Veterans Affairs Commissioner Terrance Holliday and Black Shopping Channel CEO Cleveland Gary.
